The HCoC Youth Group second edition is now open for applications, with a deadline of 31 July 2026. Hosted by the Fondation pour la Recherche Stratégique (FRS), this 18-month fellowship will select 15 fellows for a program focused on missile non-proliferation, security studies, and the Hague Code of Conduct.


The program combines virtual and in-person activities. In addition, fellows will engage with experts and diplomats, take part in thematic webinars, and develop individual research papers. The program will conclude with an edited collection of research contributions.

Eligible Countries: There are no country restrictions — applicants from any nation can submit their application.
Program Duration: 18 months
Program Location: Primarily virtual, with an in-person workshop in Plokštinė, Lithuania (September 2027) [TBC].
Funding/Benefits: Participation is free of charge. Travel and accommodation costs for the in-person workshop are covered by the programme according to EU rules.

About this Program

This fellowship is designed for young professionals, graduate students, and early-career researchers with an interest in missile non-proliferation and related policy fields. The program supports learning through webinars, research, and direct engagement with specialists in the field.

Moreover, selected fellows will take part in four thematic webinars and an in-person workshop scheduled for September 2027. Throughout the fellowship, each fellow is expected to work on an individual research paper for possible inclusion in an edited publication.

Eligibility Criteria

  • Open to young professionals, graduate students (equivalent to master’s level or above), and early-career researchers
  • Applicants must show interest in at least one relevant subject area related to missile non-proliferation, arms control, strategic studies, space policy, international law, diplomacy, confidence-building measures, or regional security studies
  • Full working proficiency in English is required
  • Applicants must be available to participate in all four thematic webinars, attend the in-person workshop in September 2027, and contribute to an individual research paper throughout the 18-month programme
  • Applicants must be under the age of 40 at the time of applying

What Fellows Receive: Participation is free of charge for selected fellows; travel and accommodation costs for the in-person workshop will be covered by the programme; engagement with leading experts and diplomats; combination of virtual and in-person learning activities; publication opportunity through an edited collection of research papers.
