The Jean Monnet Scholarship Programme (JMSP) is one of Türkiye’s longest‑running and most prestigious EU‑funded scholarship schemes. It supports graduate and research‑level academic studies in EU member countries, focusing on policy‑based fields related to the EU acquis. The programme aims to increase the number of experts in EU disciplines and strengthen Türkiye’s administrative capacity during its EU membership negotiations.
Which Fields are Eligible
Applicants must choose one EU acquis chapter as their field of study. Supported areas include:
- Free Movement of Goods
- Competition Policy
- Digital Transformation & Media
- Agriculture & Rural Development
- Judiciary & Fundamental Rights
- Environment & Climate Change
…and many more across 32 acquis chapters.

Who Can Apply
Eligible applicants include:
- Public sector employees in Türkiye.
- Private sector employees (including NGOs and diplomatic missions).
- Academic/administrative staff at universities in Türkiye.
- Senior undergraduate students.
- Graduate (Master’s or PhD) students.
Applicants must also:
- Be nationals of Türkiye, EU member states, or IPA III beneficiary countries.
- Hold at least a bachelor’s degree or be final‑year undergraduates.
- Have a minimum GPA of 2.70/4.00 or 70/100, or alternatively 36 months of work experience or a completed graduate degree.
- Provide valid foreign language proficiency certificates in one or two EU official languages.
How Are Scholars Selected
- Written exam (minimum score: 60/100).
- Ranking based on exam results, EU‑related questions, gender, and age.
- Approximately 170 scholarships awarded, with indicative quotas:
- 50% public sector
- 30% university sector
- 20% private sector

- Türkiye, EU member states, and IPA III beneficiary countries (Albania, Bosnia & Herzegovina, Kosovo, Montenegro, North Macedonia, Serbia).
Where Will the Scholarship Be Taken
- Universities or higher education institutions in EU member countries.
How Many Scholars
- ~170 scholarships planned for 2027/2028.
What is the Benefit of the Scholarship
- Tuition fees (up to €22,000).
- Living expenses (amount varies by EU country).
- One‑time fixed allowance of €3,500 for visa, travel, insurance, and study materials.
- 90% of scholarship paid at contract signing; 10% upon completion.
How Long Will the Scholarship Last
- Minimum 3 months – maximum 12 months.
- Must be completed by 1 March 2029.
