The International Telecommunication Union (ITU) is accepting applications for the 2026 Responsible digital transformation: impact assessments for AI and data governance short course. The application deadline is 19 September 2026. This free online course targets policymakers, government officials, and practitioners working on digital transformation, AI, and data governance.
The course runs online via Zoom over four weeks. Participants will learn how to use practical impact assessment tools based on the UNDP human rights impact assessment methodology. In addition, they will work in teams to develop a draft impact assessment and mitigation plan for a real-world use case.

About the Course
This course focuses on responsible digital transformation in the context of AI and data governance. It trains participants to apply practical assessment tools to digital public service, AI, and data governance use cases.
Moreover, the course uses a hands-on approach. Participants will produce a draft impact assessment and mitigation plan, while receiving facilitator feedback and learning from peers.

- ITU certificate available upon completion with a required total score of 70% or higher

Who Should Apply
This course is designed for professionals involved in digital policy and governance. It is particularly relevant for public sector institutions, national human rights institutions, and regulatory authorities.
- Government officials, policymakers, and development practitioners working on digital transformation, AI, and/or data governance
- Applicants with an undergraduate degree, or at least three years of relevant experience if they do not hold a degree
- Applicants with fluent English
- Government officials and policymakers from developing countries, particularly women, are encouraged to apply
