The MAPP Erasmus Mundus Scholarship is a fully funded program open to outstanding applicants from both EU and international backgrounds. It does not require IELTS. The MAPP Erasmus Mundus Scholarship is a fully funded two-year Master’s in Public Policy (MAPP), supported by the Erasmus+ program of the European Union. It is offered to outstanding applicants from both EU and non-EU countries.
The program is jointly delivered by four leading European universities:
- Central European University (Austria)
- University of York (UK)
- Institut Barcelona d’Estudis Internacionals – IBEI (Spain)
- International Institute of Social Studies of Erasmus University Rotterdam – ISS (Netherlands)
Students benefit from a mobility track, studying in at least two universities during the program.

Who Can Apply?
Applicants must:
- Hold a Bachelor’s degree (at least 3 years) from a recognized university.
- Have obtained at least Upper Second-Class Honours (2:1), B+, or equivalent.
- Show motivation for public policy, through a statement of purpose.
- Demonstrate English proficiency (waived if applicant is from an English-speaking country or holds a degree fully taught in English).

How Are Applicants Selected?
- Selection is centrally managed by Central European University (Austria).
- Applications are jointly reviewed by all consortium universities.
- Assessment is based on academic record, motivation, recommendation letters, and fit with chosen mobility track.

- Motivation letter (max. 500 words)
- Proof of English proficiency (if not waived)
- Proof of residence (before enrollment)
