The Canada-ASEAN Scholarships and Educational Exchanges for Development (SEED) program was introduced by the Canadian government on August 6, 2017. Its aim is to enable students from ASEAN member states to undertake research or short-term study in Canadian post-secondary institutions in fields that support the 2030 Agenda for Sustainable Development.

The 2030 Agenda for Sustainable Development and poverty reduction in ASEAN’s developing nations are the two main objectives of the Canada-ASEAN Scholarships and Educational Exchanges for Development program. Scholarships and educational exchanges will help ensure that all of the Sustainable Development Goals (SDGs) are accomplished. Through SEED, Canada and the Indo-Pacific region’s people-to-people ties are strengthened.

Institutional cooperation and student exchange agreements between Canadian postsecondary institutions and their ASEAN partner institutions enable SEED scholarships.

Under Global Affairs Canada’s International Scholarships Program, there is a short-term exchange program called the Canada-ASEAN Scholarships and Educational Exchanges for Development Program.

Eligibility

To be eligible, you must be:

✔ a citizen of an ASEAN member state
- Brunei Darussalam, Cambodia, Indonesia, Laos (Lao People’s Democratic Republic (Lao PDR)), Malaysia, Myanmar, the Philippines, Singapore, Thailand, or Vietnam
✔ a student enrolled full-time at a post-secondary institution in an ASEAN member state
✔ paying tuition fees to that institution at the time of application and for the full duration of your exchange.

Students are not eligible for this scholarship if:

You possess Canadian citizenship or permanent residency, or you are in the process of applying for it.
You are currently a part of a government of Canada-funded scholarship program.
You are already registered in a Canadian post-secondary institution’s degree, diploma, or certificate program.
You have already been awarded a scholarship under the Canada-ASEAN Scholarships and Educational Exchanges for Development Program.

Postsecondary educational institutions in Canada that would like to host students must:

✔ be a Designated Learning Institution (DLI)
✔ have a current student exchange agreement in place with their home institution, which waives tuition for scholarship recipients (only applicable to college and undergraduate studies).

Scholarship value and duration

Eligible expenses

Scholarship money may be used by chosen students for:

✏ Fees for a visa or work permit
✏ airfare via the most affordable and direct route
✏ Health insurance
✏ Living costs, including rent, utilities, and groceries
✏ Ground transportation, which encompasses a pass for public transportation
✏ Books and materials needed for their research or studies, excluding computers and other devices.

Canadian institutions are eligible to receive:

✏ $500 for each scholarship recipient to help with post-arrival administrative expenses in Canada
✏ reimbursement of, in certain situations, additional employer compliance fees paid to Citizenship, Immigration, and Refugees Canada

How the funding works

Under its official name, the Department of Foreign Affairs, Trade, and Development (DFATD), Global Affairs Canada will provide funding to Canadian institutions in the form of a non-negotiable contribution agreement. These institutions will then be in charge of disbursing the funds to the successful students through their internal procedures. Canadian institutions are required to return all funds, including the administrative fee, to DFATD if a student chooses not to accept the scholarship.

Guidelines for Canadian educational institutions submitting applications on behalf of qualified students

Scholarship selection criteria

They assess applications according to:

the connection between the student’s planned research project and the 2030 Agenda for Sustainable Development in Canada
the candidate’s pledge to use the research or studies they intend to conduct in Canada to fight poverty and close the development gap in the ASEAN region
the research or study’s merit that will be conducted in Canada
advantage for peers and the home institution
gain for the Canadian organization, mentor, and colleagues
strength of the connections that the suggested exchange will make
rankings that the Canadian organization submitted

Application deadline

On March 21, 2024, at 11:59 p.m. EDT, Canadian institutions may submit online applications on behalf of candidates.

To guarantee that supporting documents are received on time, Canadian institutions should set an earlier deadline for candidates and their home institutions.

Notification of results

In the spring, the scholarship administrator will notify Canadian institutions of the successful outcomes. Applications that are unsuccessful will not receive feedback from the administrator.

It is the duty of institutions to inform students of their accomplishments.

Regarding the status of their application, students should get in touch with either their home institution or the Canadian institution.

Student arrival in Canada

For the fall semester, chosen students may arrive as early as August 1, 2024, and for the winter/spring semester, they must arrive no later than February 1, 2025. Should you not show up during this window, the scholarship could be revoked.

To prevent delays, students should apply for their study or work permit or visa as soon as possible.

Conditions for successful students

The following is agreed upon by scholarship recipients:

Participate in full-time research or studies as specified by the Canadian institution.
Refrain from participating in clinical research or clinical training that involves providing direct patient care.
Concentrate mostly on full-time coursework or research while they are in Canada.
After the scholarship period, they return to their original educational institutions to finish their studies.

The scholarship could be canceled if these requirements are not met.

Additional information

Scholarships are not renewable and cannot be postponed.
Scholarships are contingent upon the Canadian government’s funding availability.
Scholarship recipients and Canadian institutions are not subject to taxes on their awards.
After the scholarship period, students must return to their home institutions to finish their coursework.
