The MEXT University Recommendation (UR) Scholarship is offered by the Japanese Ministry of Education, Culture, Sports, Science and Technology (MEXT) to outstanding international students recommended by Ritsumeikan Asia Pacific University (APU). It aims to enhance international competitiveness and promote active exchange of international students in Japanese universities.

Applicants must apply to APU Graduate Programs. The scholarship is available only for September enrollment.

Who can Apply?
Applicants must:
- Intend to study abroad in Japan from overseas.
- Be nationals of a MEXT‑designated country.
- Be born on or after 2 April 1992.
- Have achieved a GPA of at least 2.30/3.00 at their most recent university.
- Hold “Student” visa status in Japan.
Not eligible:
- Active military personnel or civilian military staff.
- Previous MEXT scholarship recipients (unless 3+ years of education/work since last award).
- Students receiving other scholarships not approved for concurrent acceptance.
How are Applicants Selected?
- APU reviews applications and recommends suitable candidates to MEXT.
- Final award decisions are made by MEXT by June 2027.
