Tell Me About The Scholarship:
The IPS Africa Programme, hosted by the German Bundestag, invites young graduates from selected African countries to Berlin for a four-week fellowship (4 January – 2 February 2027). Fellows gain first-hand experience of the German parliamentary system, shadow Members of Parliament, and participate in workshops on democracy, civil society, and intercultural exchange.

Who can Apply?
Applicants must:
- Be citizens of Botswana, Ghana, Kenya, Namibia, Nigeria, Senegal, South Africa, Tanzania, or Uganda.
- Be under 30 years old at the start of the fellowship (January 2027).
- Hold a university degree.
- Have good knowledge of German (minimum B2 level).
- Demonstrate political interest and social/political engagement.
How are Fellows Selected?
- Applications submitted via IPS Digital platform (in German).
- Selection based on academic background, motivation, language proficiency, and engagement.
- Shortlisted candidates interviewed at German diplomatic missions.

Where will the Fellowship be Taken?
- Berlin, Germany (German Bundestag).
How Many Awards?
- Up to 24 fellows selected.
What is the Benefit of the Fellowship?
- Monthly stipend of €700.
- Free accommodation.
- Travel costs to and from Berlin covered.
- Health, accident, and personal liability insurance provided.
- Placement in an MP’s office + workshops on democracy, anti-corruption, and project management.
How Long Will the Fellowship Last?
- 4 weeks (4 January – 2 February 2027).
How to Apply:
Please send your applications to the German diplomatic mission in your home country by the application deadline.
Your application should be sent in German and contain the following scanned documents:
- application form
- Passport photo (please insert on the 1st page of the application form);
- Proof of good German language skills, not older than 2 years;
- Letter of motivation in German with your handwritten signature (maximum two pages);
- Copy of passport or copy ID;
- Degree certificate from the university in the original or as an officially certified copy in English or German. The original or the officially certified copy of the original must be presented in the event of a possible selection interview.
- a current letter of recommendation in German or English (from a university lecturer or employer, in which the professional qualification of the applicant for the program is assessed)
