- Nigerian citizens who are indigenes of Akwa Ibom State (state of origin, not state of residence).
- Students currently enrolled full-time as undergraduates, National Diploma (ND/HND) students in a Nigerian tertiary institution, or Registered Nurse (RN) students in a Nigerian School of Nursing listed by the NUC, NBTE, NCCE, or NMCN.
- Applicants who can demonstrate genuine financial need.
