The Flemish Ministry of Education and Training awards scholarships for master’s programmes in Flanders and Brussels to outstanding students from around the world. A Master Mind Scholarship includes a grant of €10. 000 + a tuition fee waiver per academic year (60 ECTS). Master Mind Scholarship holders only pay an administrative enrolment fee. The grant is paid in instalments and covers accommodation costs, insurances, and a significant amount of their living expenses

Who can Apply For The Master Mind Scholarship?

The eligibility criteria include:

  • The applicant must apply for a master’s programme at a Flemish higher education institution.
  • The applicant must have a high academic record, with a GPA of at least 3.5 out of 4.0, calculated using the last obtained bachelor’s or master’s degree.
  • The applicant must show proficiency in English, proven by:
    • IELTS: minimum band score of 7.0 (or 6.5 for schools of arts)
    • TOEFL: minimum total score of 94 (or 90 for schools of the arts
    • C1 or B2 level of the CEFR (depending on the program)
    • Online versions of these tests are accepted.
  • The host institution must accept the applicant.
  • The applicant must not have obtained their previous degree in Flanders, although students who participated in credit mobility in Flanders are eligible.
  • Applicants already enrolled in a Flemish higher institution are not eligible, except those in a preparatory programme applying to start a master’s in September 2025.
  • All nationalities, except Russian, are eligible.

How are Applicants Selected?

  • The host institution conducts a preselection based on academic performance and potential.
  • The Flemish selection committee makes the final decision.
  • If a scholarship is not taken up, it is awarded to the highest-ranked candidate.
  • Applicants can be nominated by only one Flemish higher education institution.

Required Documents

Applicants must upload the following in the Mobility-Online tool:

  • Passport photo
  • International passport or national ID
  • Curriculum Vitae (including GPA, publications, academic awards, etc.)
  • Transcript of records (with certified translation if not in Dutch, French, German, or English)
  • English language test results or an exemption letter
  • Letter of motivation in English
  • Two signed letters of recommendation (from professors or employers) in English
  • Copy of acquired diploma(s) (with certified translation if needed)

Which Countries Are Eligible?

All nationalities can apply, except Russian citizens.

The scholarship is for study at a Flemish higher education institution in Flanders or Brussels, Belgium.

What is the Benefit of the Master Mind Scholarship?

The scholarship benefits include:

  • €10,000 per academic year
  • Tuition fee waiver, except for a small enrolment fee (€136.50 for 2025-2026)
  • Covers accommodation, insurance, and significant living expenses
  • Paid in instalments, with conditions tied to performance and credit completion

How Long Will the Award Last?

  • One academic year for 60 ECTS programmes
  • Two academic years for 120 ECTS programmes
  • For two-year programmes, at least 54 ECTS must be earned in the first year to continue receiving funding for the second year.

How to Apply:

  • Check eligibility and confirm if your chosen Flemish institution is a participant.
  • Apply to the host institution before their internal deadline.
  • If preselected, the institution will create an application file for you in the Mobility-Online tool.
  • You will receive an email from Mobility-Online to complete your application.
  • Upload all required documents.
  • The institution must validate and submit your application before 27th April 2025 at 23h59 GMT+1.
